AREAS AFFECTED: Carlton, MN; St. Louis, MN; Douglas, WI
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall continues. * WHERE...In Minnesota, Carlton and St. Louis Counties and Wisconsin, Douglas County. * WHEN...Until 1045 PM CDT Tuesday. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 738 PM CDT Tuesday, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is already occurring in Cloquet. Between 0.75 and 3 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Duluth, Superior, Cloquet, Hermantown, Proctor, Moose Lake, Scanlon, Carlton, Mahtowa, Barnum, Wrenshall, Oliver, Cromwell, Kettle River, Thomson, Fond Du Lac Band Cloquet Area, Jay Cooke State Park, Fond Du Lac Band Sawyer Area, Fond Du Lac Band Brookston Area. - Flood safety information can be found at www.weather.gov/safety/flood.
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Report observed flooding to local emergency services or law enforcement and to the National Weather Service in Duluth when you can do so safely. Flooding can be reported to the National Weather Service at 1-800-685-8612.

A wall cloud forms underneath the base of a cumulonimbus cloud,
and can be a hotbed for deadly tornadoes.
Wall clouds are formed by air flowing into the cumulonimbus clouds, which can
result in the wall cloud descending from the base of the cumulonimbus cloud, or
rising fractus clouds which join to the base of the storm cloud as the wall cloud
takes shape.
Wall clouds can be very large, and in the Northern Hemisphere they generally
form at the southern edge of cumulonimbus clouds.

Altostratus clouds form at mid to high-level altitudes
(between 2 and 7 km) and are created by a warm, stable air mass which causes
water vapor
to condense as it rise through the atmosphere. Usually altostratus clouds are
featureless sheets characterized by a uniform color.
In some cases, wind punching through the cloud formation may give it a waved
appearance, called altostratus undulatus. Altostratus clouds
are commonly seen with other cloud formations accompanying them.
