DESCRIPTION: * WHAT...Small stream flooding caused by excessive rainfall is expected. * WHERE...A portion of central New York, including the following counties, Delaware and Otsego. * WHEN...Until 200 PM EDT Friday. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Streams continue to rise due to excess runoff from earlier rainfall. * ADDITIONAL DETAILS... - At 755 AM EDT, gauge reports indicated heavy rain. Flooding is already occurring in the warned area. - Additional rainfall amounts of 1 to 1.5 inches are possible in the warned area. - Some locations that will experience flooding include... INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
