DESCRIPTION: * WHAT...For the Cold Weather Advisory, very cold wind chills as low as 10 above expected. For the Wind Advisory, northwest winds 25 to 35 mph with gusts up to 50 mph expected. For the Extreme Cold Warning, dangerously cold wind chills as low as 2 below expected. * WHERE...Mainland Dare, Mainland Hyde, Tyrrell, and Washington Counties. * WHEN...For the Cold Weather Advisory, from 6 AM this morning to 6 PM EST this evening. For the Wind Advisory, from 9 AM this morning to 8 PM EST this evening. For the Extreme Cold Warning, from 6 PM this evening to noon EST Sunday. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. An extended period of freezing temperatures could cause ruptured water pipes. Wind chill values can lead to hypothermia and frostbite with prolonged exposure.
INSTRUCTION: Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution. Dress in layers including a hat, face mask, and gloves if you must go outside. Keep pets indoors as much as possible. Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
